National CASA has withdrawn the manual.
"The policy statements in that manual remain in effect and the
descriptions of the Compact’s provisions are up to date. However, I do
not think the manual gives sufficient guidance to programs about the
risks and practice issues..."

premised on the belief that children requiring out-of-state placement
will receive the same protections and services that would be provided if
they remained in their home states. The ICPC outlines the many steps
