Nationally, CASA/GAL programs served an estimated 27,000 Hispanic/Latino children in 2001. This amount is about 11% of the total number of children served by CASA/GAL volunteers throughout the country. The Hispanic/Latino volunteer base for providing services to Hispanic/Latino children went down from 4.7% to 3.2%, and staff is about 4% Hispanic/Latino. We believe that all trained, caring, compassionate adults make good CASA/GAL staff and volunteers. However, it is important to have a viable pool of Hispanic/Latino volunteers and staff in CASA/GAL programs throughout the country. It is also imperative that Hispanic/Latinos within the CASA/GAL movement have the opportunity to provide guidance and support to non-Hispanic/Latino advocates and staff who serve Hispanic/Latino children. A forum is needed to address the best methods for assisting local CASA/GAL programs to meet the growing needs of Hispanic/Latino children going through the dependency system.

To answer this need, the Diversity Committee of the National CASA Association formed two advisory committees. One, the Hispanic/Latino Advisory Committee (HLAC) was formed in early 2001. The first in person meeting of the HLAC was held Minneapolis, MN in May 2001.
