Characteristics of Quality CASA and GAL Programs

  1. Strong statutory mandate requiring the appointment of a Guardian ad Litem Strong judicial support

  2. Program structure which clearly defines financial oversight and decision making authority

  3. Clearly defined roles and responsibilities of the GAL (and the CASA volunteer if the volunteer is not appointed the GAL)

  4. Independence for the GAL and CASA volunteer to conduct an assessment of the child’s situation and the authority to present written recommendations to the court

  5. Volunteer appointment as the GAL and/or as a full party to the case.

  6. Legal consultation for the volunteer at all stages of the case and availability of legal assistance at court hearings if necessary.

  7. A diverse pool of volunteers which reflects the community and the children served.

  8. Adequate initial and ongoing training for attorneys and volunteers whatever their role.

  9. Consistent ongoing supervision of GALs, CASA volunteers, and attorneys ¨ Evaluation of individuals and the program.

  10. A system of accountability and clearly defined consequences for non-performance.

  11. Adequate funding.

  12. Strong community support and involvement.

  13. Ongoing community outreach activities with particular emphasis on minority communities.
